Job Description

This position has intermediate level managerial responsibilities to enable Innovation and Technology departmental goals, objectives, operating frameworks and technical architecture through application best practices in project management, application design, development, and support.

This position is 65% managerial and 35% .NET with full-stack experience. You will need both to qualify.

In addition, provide guidance, direction and assistance to employees; as well as, oversight and direction for projects and daily operations in order to deliver quality technology services to the customers. All functions are performed in accordance with the Innovation and Technology Department policies, procedures, and guidelines with moderate direction from the Chief Information Officer.

Position Duties:

? Develop and monitor the Division’s tactical planning, resource allocation, work assignments and progress.

? Manage employees to include supervision, evaluation, and disciplinary actions.

? Mentor employees to engage in the implementation of best practices surrounding application design and code.

? Provide employees with leadership and guidance to produce quality solutions.

? Recruit, develop, retain, and empower employees to drive tenure and longevity; promote self-awareness through emotional intelligence.

? Monitor and report on employee development plans.

? Monitor and report on the design, deployment, maintenance, and support of application systems; including, in-house code, custom workflows, and databases.

? Monitor and report on design and code reviews to ensure appropriate implementation based on architectural direction.

? Implement, monitor, and report on the standardization of SDLC policies and procedures.

? Responsible for the continuous delivery of application services and monitoring of systems performance.

? Evaluate trending analysis of incidents and ensure problem areas are identified and solutions are devised.

? Monitor and analyze the Division's annual operating and capital budgets.

? Manage the negotiation of hardware and software license and maintenance contracts.

? Monitor and analyze assigned vendor contractual obligations.

? Oversee the feasibility of new initiatives and cost/benefit analysis for the Division.

? Monitor and analyze plans, policies, and standards to acquire, deploy, and operate all assigned applications.

? Monitor and analyze all assigned application security standards, policies, and procures.

? Responsible for the development and upkeep of the Division’s documentation for processes, systems, and applications.

? Monitor and analyze the Department's disaster recovery and business continuity plan. ? Monitor and analyze the project portfolio in relation to the selection, acquisition, development, and installation of all assigned application systems.

? Cultivate and sustain relationships with strategic partners to include business sponsors, government, vendors, and partner organizations.

? Keep current with trends and issues in the IT industry, including current technologies and costs.

? Research and recommend technology products, services, and protocols.

? Available for off-hours work as needed.

? Perform other duties, tasks, or assignments as assigned.

Education, Experience & Certification(s)

? 4 years of application development/engineering experience using C#, .NET, SQL, HTML5, CSS, MVC, APIs, and Source Control Systems.

? 4 years’ experience supervising and/or managing an IT operation.

? Associate's Degree in the Information Technology field; Bachelor's degree preferred. ? ITIL and technical certifications a plus.

? Any combination of education, training, and work experience that demonstrates the ability to perform the duties of this technical position. ? This position requires a minimum three-year term and successful completion of the associated training plan prior to promotion eligibility.

Work Conditions:

? Office: May require extensive time sitting at the computer.

? Work from Home: Majority of time is spent sitting at the computer.

? This position may require going to other agencies, departments and/or offices on different floors and/or buildings throughout the day after COVID.

? Dexterity of hands and fingers to operate a computer keyboard, mouse, power tools, and to handle other computer components.

? Ability to use standard office equipment.

? This position may require bending and reaching.

? Ability to lift up to 30 pounds.
