Job Purpose

To plan, direct, and coordinate all preconstruction activities on Alternative Project Delivery Method (APDM) projects—from pursuit through Guaranteed Maximum Price (GMP)—ensuring goals, budgets, and schedules are achieved while maintaining strong client relationships and operational excellence.


Key Responsibilities

  • Participate in go/no-go decisions for upcoming APDM pursuits.

  • Lead Statement of Qualifications (SOQ) sessions and develop project-specific approaches, write-ups, and solutions.

  • Collaborate with the marketing team to prepare RFQs, SOQs, and proposal documents.

  • Conduct quality control reviews on all submittals to ensure professional, complete, and compliant responses.

  • Evaluate qualifications and recommend teams for APDM projects.

  • Identify and select outside design and construction partners for APDM pursuits.

  • Lead preconstruction strategy meetings and establish the project’s technical and estimating approach.

  • Develop and submit preconstruction scopes, budgets, and cost proposals following project award.

  • Coordinate and manage plan and site reviews to identify conflicts and assess constructability.

  • Work with the estimating department to prepare cost models, scope breakdowns, and subcontractor prequalification.

  • Prepare and update design/construction schedules, including milestones for estimating, permitting, and purchasing.

  • Manage value engineering, constructability reviews, and risk assessments during the design phase.

  • Build and maintain subcontractor and vendor relationships to ensure accurate cost and schedule data.

  • Oversee preparation and negotiation of Guaranteed Maximum Price (GMP) packages.

  • Ensure preconstruction services align with company and client goals in terms of safety, quality, and budget.

  • Facilitate smooth project handoff to operations following preconstruction completion.

  • Lead internal debrief meetings and continuous improvement efforts for future pursuits.

  • Represent the company at client meetings, industry events, and presentations.

  • Enforce company safety policies and compliance procedures across all preconstruction operations.

  • Valid Driver’s License with a clean driving record.


Education & Experience

  • Bachelor’s Degree in Construction Management or Civil Engineering required.

  • 10+ years of construction experience, including preconstruction and supervisory responsibilities.

  • Experience with Alternative Delivery Methods (CMAR, Design-Build, APDM) strongly preferred.

  • Equivalent combinations of education and experience will be considered.
